Msgr. was one of the priests in the Diocese of Scranton who was most supportive and helpful in the introduction of the Permanent Diaconate program. I always appreciated his comments and help in this effort that was so close to my heart.

To the others in my family...the world lost a great, caring, intelligent, wonderful man who served everyone so well. It is obvious when you look around and see the many many people that liked and/or loved him. Now it is his turn to relax. Know that he is being cared for in a peaceful place. I'm sending all hugs to you all.

My sincere condolences! Monsignor Joe was truly a man of GOD! He was a patriot who loved his country. I was a former parishioner and respected him as a Priest and an American! May his Commander and Chief welcome him into the Kingdom Of God. I also know Father will be reunited with his brother SGM Rauscher U.S. Army Retired! GOD Bless America and the entire Rauscher family!

The world has lost an incredible man of faith. I am grateful to have grown up with him in my life since I was a young child. He has been a strong support of my faith journey and the choice I have made to work in the church. He has truly rejoice with me as well as cried with me, but through the years has remained a loving companion with me and my family. My life has been blessed because he has been a part of it, and I know that Heaven is now richer because he has joined the communion of saints. God rest my friend....rest in the arms of God, you deserve all that God has prepared for you.
